This is called progress! The casino gardens are being dug up and the building you see to the right - the Winter Sporting (a beautiful Art Deco building) - will be knocked down in favour of a massive shopping complex. The building in the centre is the Hotel de Paris and you can just see a corner of the Casino to the left.

So, it appears that this "progress" ruins the requisite tourist photo opportunity of standing at the top of the gardens (up by the bus stop) with the fountains and casino in the background. This was always such a pretty view, with good angles due to the increase in elevation from up at the top of the gardens. And they say it will take up to 4 years to complete these works, so that will be a long time without this nice vista!
